Emergency Alert System
When the emergency alert system is active, visitors to the website will have information about the emergency presented to them in one of two ways.
The first page they visit (regardless of its location within the site) will show a full-screen announcement that explains the nature of the emergency and allows them to either learn more about the situation or continue on to the page they intended to view. This announcement is overlaid on top of the page's normal content and requires the visitor to make a choice. See an example of this behavior here.
All subsequent pages will show a banner across the top of the page that gives a short summary of the emergency and provides a link that allows the visitor to learn more about the situation. The banner does not overlay the page's normal content and as such it does not require the visitor to make a choice. They can continue browsing the page normally. See an example of this behavior here.
