Description
KCHA will accept submittals from Qualified
Consultants for Building Material Assessment / Hazmat Services.
This is an on-call term contract for projects that may
occur throughout the King County area.
Scope of Work
1. Provide survey and testing services of asbestos, lead-based paint and other hazardous materials for demolition and renovation projects.
2. Provide testing summary reports.
3. Provide recommendations for remedial actions.
4. Prepare hazardous material abatement plan, specifications, cost estimates and other related services.
5. Provide other services as needed such as reviews of regulatory information, field observation and coordination with architectural and engineering consultants to complete design and construction documents for assigned projects.
6. The Consultant shall prepare results/recommendations in the form of written reports.
7. The Consultant will be required to provide cost efficient functional services that meet the requirements of environmental compliance of various programs.
8. The Consultant may be required to perform, or assist with preparation of, Phase 1, Phase 2 or Phase 3 Environmental Site Assessments, NEPA, SEPA. The Consultant should use the following:
a. AAI Standard 40 CFR 312, Subpart C
b. ISO 14015 (Environmental Management Standards)
c. ASTMs:
1) 1527-13 (ESA Phase 1) – current standard
2) E1903-11 (ESA Phase 2) – current standard
3) or Current Standards
9. The Consultant may also be required to assist with master planning for various projects including development projects.
10. The Consultant may be required to perform analysis and evaluation of existing conditions at various sites and make recommendations for improvements, solutions, or modifications to existing conditions.
11. The Consultant may need to coordinate with other professional disciplines on various projects, respond to RFI’s on various projects, attend project progress meetings, and make presentations to KCHA staff.
12. Such consultant services are to be provided on an “as needed” basis pursuant to the issuance of Task Orders for specific and selected services during the term of the contract.
13. The intent of this contract is for services to be provided in a timely manner for projects that need prompt response or to assist the KCHA in maximizing its efficiencies in planning projects. KCHA may or may not require each of these services during the term of the contract.
