In some cases you may also need to submit additional forms:
Complete all the forms in their entirety. Any missing information will cause delays in processing.
Once you complete all necessary forms, submit them through the online RFTA Request Portal. When we receive your request, we will send you a confirmation email. If you do not receive a follow up email within three business days, please email rfta@kcha.org to check the status of your request.

No. Please do not email these forms. Email is not secure, and these forms contain personally identifiable information. Please use the RFTA form linked above.
KCHA staff will review your RFTA for eligibility and forward it to a HUD-certified Inspector to coordinate the inspection with person you’ve designated as the property contact.
The Inspector will contact you within 2-7 business days of receiving the RFTA to schedule the inspection. Inspections are scheduled Monday through Friday, excluding holidays.
The Inspector will work directly with the property contact to coordinate the inspection. The tenant should communicate with the property manager on the scheduling and outcome of the inspection.
To see what our inspectors look for in an inspection, refer to our Inspection Checklist.
No. If a voucher holder moves into a unit before it passes an inspection, they will be responsible for the entire contract rent. The unit may not meet HUD standards, it may not be a legal dwelling unit, the rent may be too high, or it may not qualify for other reasons. If the unit does not qualify, KCHA cannot provide a rent subsidy.
When you receive the Unit Passed Inspection form from the Inspector, send a copy of the signed Lease Agreement to KCHA as soon as possible.
After reviewing the Lease Agreement, KCHA will send you a Housing Assistance Payment (HAP) Contract for your signature(s).
The HAP Contract must be executed within 60 days of the start date listed on the Lease Agreement. Under federal regulations, KCHA will void the HAP Contract and will be unable to pay any subsidy on behalf of the voucher holder if the 60-day deadline passes (24 CFR 982.305(c)).
