2025 MTW Plan

KCHA’s draft Moving to Work (MTW) Plan for 2025 is posted on our website and received public comment from October 7, 2024, through November 10, 2024.

Every year, KCHA submits an MTW Annual Plan to HUD, outlining our MTW goals and activities for the upcoming fiscal year. At the end of the year, the MTW Annual Report compares KCHA’s performance with the goals identified in the plan.

What is MTW?

MTW gives KCHA local flexibility through waivers from certain HUD regulations, an opportunity that was provided for KCHA when HUD named KCHA a “Moving to Work (MTW) agency” in 2003. This flexibility allows us to shape our federally funded programs to better respond to local conditions, streamline operations, and support residents and tenants in their goals of economic self-sufficiency.

KCHA is one of the original 39 housing authorities that participate in the MTW program, and HUD recently expanded the program to another 100 housing authorities.
